The Director of Community Data will be responsible for advancing NCACH’s goals by establishing an effective system for shared measurement. The Director of Community Data will engage community members and multi-sector partners from across our region to build data infrastructure that will inform local and regional health equity and health improvement efforts. This will involve harmonizing the region’s existing data sources and developing or acquiring new data sources where existing data is insufficient. As NCACH works with committed partners to address root causes and improve systems that affect lifelong health and community wellbeing, this clearinghouse of actionable data will help identify health disparities and prioritize needs, empower local and regional assessment and planning efforts, and assist with monitoring and evaluation.
Essential Functions:
The Director of Community Data will be responsible for building productive relationships with data providers and consumers throughout the North Central region. To be successful, the Data Director will need to build strong, trusting relationships based on mutual benefit. They will need to operate transparently and collaboratively while always maintaining strategic discipline.
Engage with community members and stakeholders to define the region’s measurement priorities.
Assess the quality and depth of the region’s existing data sources.
Work with partners to identify opportunities for developing new and shared data sources, including developing surveys and other data-collection instruments.
Participate in the strategic development of NCACH’s regional portfolio and its pursuit of system change.
Work with partners to develop appropriate infrastructure for data storage and maintenance, ensuring appropriate security.
Develop and implement appropriate analytic resources, including a suitable database, a statistics package, and data visualization tools.
Support the development of public-facing data resources (e.g., easy to use and interpret data visualizations).
Develop necessary governance policies for sharing access to NCACH data and analyses.
Provide the organization and partners with analyses and reports that can guide decision-making, portfolio construction, and evaluation.
Develop methods and tools for tracking performance across the region’s agreed-upon measure set.
Knowledge/Skills/Abilities:
Demonstrate the skills needed to build durable, trusting relationships built on shared benefits and mutual respect.
Strong familiarity with the principles of data management and data analysis, including demonstrated skill in planning and interpreting analyses.
Ability to develop effective public-facing data resources (e.g. dashboards, visualizations, plain-language explanations of data).
Ability to present information and data in effective, engaging ways, both in-person and via digital media.
Capacity to work effectively with qualitative data, including unstructured stories and other non-traditional data sources.
Capacity for high-level strategic thinking and the ability to collaborate with NCACH leaders in developing and executing plans.
Demonstrated ability to be resourceful and self-directed, including the ability to practice creative problem solving when encountering obstacles.
Education/Experience:
Master of Public Health, Masters level work in health informatics and/or clinical research, or MBA, MPA, MSW with foundational skills in quantitative analysis or statistics and experience in non-profit organizations or public health.
Experience working with quantitative public health datasets, such as Behavioral Risk Factor Surveillance System, Healthy Youth Survey, Medicaid, Medicare, electronic health records, birth certificate, death certificate, hospitalization, Census/American Community Survey, or public health program data.
Experience manipulating, visualizing, and analyzing data using one or more sophisticated statistical software (e.g. SQL, Stata, R, Python, Tableau and/or GIS packages) preferred.
Training and/or experience in community-oriented public health or adjacent fields.
Work Environment and Physical Demands:
NCACH supports flexible work schedules and remote work environments.
Frequent travel within the North Central region.
Valid Washington State driver’s license, use of personal motor vehicle (with mileage reimbursement), and proof of appropriate auto insurance.
Mental activities required by the employee in this position include decision-making, interpersonal skills, teamwork, creativity, customer service, mentoring, use of discretion, presentations/teaching, problem solving, and the ability to read, write, speak and understand English.
NCACH requires a COVID vaccination for in-person business. All employees, including remote employees, will be required to come to the office periodically. Therefore, all employees are required to present proof of vaccination status upon hire unless they qualify for an approved exemption (medical or religious).
